Warrant Officer (Ret’d) Alton Mark Outar, CD, served 28 years in the Canadian Armed Forces’ Infantry Corps, with operational deployments overseas and domestic operations in support of Canadian communities. Born in Jamaica and raised in Toronto, he later became a senior instructor and community leader in New Brunswick’s Jamaican and Caribbean community. Warrant Officer Alton Mark Outar, CD, is a retired Canadian Armed Forces member who served 28 years in the Infantry Corps. Born in St. Catherine, Jamaica, he immigrated to Canada at the age of 16 and settled in Toronto, Ontario. In 1997, he enrolled in the Canadian Army Reserve with The Royal Regiment of Canada, located at the historic Fort York Armoury, beginning his military career as an infantryman.

 

Early in his military service, Warrant Officer Outar participated in domestic operations during the Ice Storm of 1998. While serving with Reserve units, he assisted Canadian Forces efforts in and around Eastern Ontario, primarily in the Lanark region, supporting communities affected by the severe winter emergency. This experience became one of his earliest examples of service to Canadians at home.

 

While serving in the Reserve Force, Warrant Officer Outar attended George Brown College, where he completed a two-year technical diploma in electronics. During his final year of college, he was selected for an operational deployment to Bosnia in 2001 with 3rd Battalion, The Royal Canadian Regiment. He later rose to the rank of Sergeant in the Reserve Force and gained significant instructional experience at the Canadian Forces Leadership and Recruit School in Saint-Jean, Quebec, where he served from 2002 to 2006.

 

In 2012, Warrant Officer Outar achieved his goal of becoming a full-time soldier through a component transfer to the Regular Force. He was posted to the Infantry School in Gagetown, New Brunswick, where he restarted his Regular Force career at the rank of Corporal. He was promoted shortly thereafter to Master Corporal and served in several instructional roles, training soldiers in infantry skills and leadership.

 

From 2014 to 2023, Warrant Officer Outar served with 2nd Battalion, The Royal Canadian Regiment in Gagetown. During this period, he completed international deployments and domestic response operations. In 2017, he deployed to Latvia on Operation REASSURANCE as a Section Commander. In 2018, he supported flood relief operations in southern New Brunswick as a LAV Sergeant. In 2020, during the COVID-19 period, he deployed to Ukraine on Operation UNIFIER, where he served as the Task Force Range Safety Officer.

 

Warrant Officer Outar later returned to the Infantry School, where he instructed young officers and senior non-commissioned officers in infantry skills across Developmental Periods 1 to 3B. His military service and contributions have been recognized through several honours, including the Queen Elizabeth II Platinum Jubilee Medal, awarded by the Lieutenant Governor of New Brunswick.

 

In addition to his military career, Warrant Officer Outar has been an active member of the Jamaican and Caribbean community in New Brunswick. He has extensive experience in the not-for-profit sector and has contributed to community development through culture, sport, leadership, and inclusion. He was the founder of the Fredericton Caribbean Association and played a founding role in the development of the Fredericton Cricket Club and Cricket New Brunswick. Through these initiatives, he partnered with community members, teams, and organizations to help establish formal programming and create stronger representation for Caribbean culture and sport in the province.

 

As a retired Warrant Officer, community builder, and proud member of the Jamaican community, Alton Mark Outar continues to serve through leadership, mentorship, and cultural advocacy. His experience reflects a lifelong commitment to service, discipline, community development, and the advancement of Caribbean-Canadian representation.
